Plastic pallet specification and acceptance testing
In briefWrite into the specification the dimensions, tolerances, load ratings with their support configuration and the documents to be supplied, and ask for a test report to ISO 8611 in its current editions: parts 1 and 2 from 2025, part 3 from 2011. On delivery, check dimensions, diagonals, weight and condition on a sample, and compare the batch with the pallets approved at sampling.
Even for an order of 200 plastic pallets it pays to write a plastic pallet specification and plan acceptance testing. You need them to compare different quotations on the same data, to know what to check when the truck arrives, and to have a reference if the second batch is not the same as the first.

The standards to cite: ISO 8611 in three parts
The reference standard for new flat pallets is ISO 8611. Always check the edition quoted in the test report: part 2 changed in 2025.
| Part | Current edition | What it does |
|---|---|---|
| ISO 8611-1 | 2025, replaces 2021 [1] | test methods: nominal load, maximum working load, durability comparison |
| ISO 8611-2 | 2025, replaces the withdrawn 2021 edition [2][3] | performance requirements for the nominal load and choice of tests for each handling environment |
| ISO 8611-3 | 2011, confirmed in 2022 [4] | maximum working load with known loads, in different handling environments |
None of the three parts applies to pallets with a fixed superstructure or with a rigid container attached that contributes to their strength [1][2].

Two rules in the standard weigh heavily on plastic pallets. The safe load is the breaking load divided by 2, and then stiffness is checked: in racking, with the pallet suspended between two beams of pallet racking, the deflection must not exceed 2% of the span between the supports [5]. For plastic, stiffness is almost always the deciding factor. ISO requires creep tests of 24 or 48 hours, against 2 hours in the American ASTM D1185 standard [5]. The meaning of the three load ratings is explained in the guide to plastic pallet load capacity.
The specification in 20 points
Send it to every supplier and ask for it back filled in. Then compare the answers line by line.
Dimensions and structure
- Nominal dimensions in mm and tolerances on length, width and height.
- Maximum difference between the diagonals.
- Number of entry sides (2 or 4) and clear height of the openings for forks and pallet trucks.
- Type of base: legs, 3 runners, 5 runners, closed perimeter.
- Deck: closed, open grid, with lip, with anti-slip inserts.
- Pallet weight and weight tolerance.
Material
- Polymer (HDPE, PP or other), virgin or recycled, with the recycled content as a percentage.
- Steel reinforcement: number, position, corrosion protection.
- Colour, if it is used to separate areas or loops.
Performance
- Static and dynamic load (pallet resting on a surface) and racking load (pallet suspended between two beams), each with its support configuration and span; for racking, also the test direction, along the long side or the short side.
- Test standard and edition (ISO 8611-1 and -2:2025), laboratory and report date [1][2].
- Maximum working load with your actual load, if it differs from an even load (ISO 8611-3) [4].
- Maximum allowed deflection under load and for how long.
- Temperature range for use and for washing; data sheets give different limits for HDPE and PP [9]. The values are in the guide to pallet washing.
- Friction coefficient, if the pallet runs on forks or roller conveyors: under ANSI MH1 the minimum given is 0.15, with plastic around 0.30 and wood around 0.45 [6]. For friction between pallet and load, see load securing.
Documents and identification
- Declaration of compliance for food contact, if contact is intended [8].
- Declarations on fire (for example FM Approved) and ESD, if your site or your insurer requires them.
- Marking: code, batch or production date, logo, RFID or label.
- Packing and quantity per truck.
- Acceptance criteria at goods-in and handling of non-conformities (see below).

For an automated warehouse, complete the specification with the points set by the integrator. You will find them in the guide to pallets for automated warehouses.
Tolerances: the references that exist
We found no public standard tolerance for plastic pallets. Two references are useful as a starting point:
| Reference | Length and width | Height | Diagonals |
|---|---|---|---|
| CP chemical pallet specification [7] | ±3 mm | −2/+5 mm | max 10 mm difference |
| ANSI MH1 part 10, automated systems [6] | +3.2/−6.4 mm | +3.2/−8.3 mm | not stated |
Part 10 of ANSI MH1 also sets a maximum deflection of 0.50 inches, 12.7 mm, at the safe load [6]. The CP specification allows the CP1 a maximum deflection of 12 mm [7].
Acceptance testing at goods-in
On delivery, check a sample from every batch. Agree the number of pieces to check and the sampling plan with the supplier in the contract.
- Documents: delivery note, code, batch, declarations required by the specification.
- Dimensions: length, width, height, diagonals, with tape measure and calipers.
- Weight: on a scale, compared with the data sheet.
- Flatness: empty pallet on a flat floor, look for raised corners with a feeler gauge.
- Condition: cracks, moulding flash, exposed steel inserts, warped runners.
- Marking: legible code and batch, RFID or label where required.

Quick in-house bending test
This is a comparison practice, not a standard. It tells you whether a batch behaves like the sample you approved.
- Place the pallet on two beams at the same span as your pallet racking, with the runners at 90° to the beams.
- Load it with a known, evenly distributed weight, for example weighed sacks or cartons.
- Measure the deflection at the centre straight away and after a fixed time, always the same.
- Repeat the test on the approved sample or on a pallet from the first batch.
If the new batch deflects much more, ask the supplier for an explanation before you put it in racking. To state a load rating, only ISO 8611 tests count, with 24 or 48 hour creep [5].

Samples and laboratory tests
Before the first order, ask for a few samples and the full test report. Check that the report states the standard and edition, the laboratory, the date and the support configurations tested. If your load is not even, such as a reel or a drum, ask for the maximum working load test with that load under ISO 8611-3 [4]. Keep an approved sample aside: it is the reference for later batches.
Non-conformities: what to write into the contract
- The acceptance criteria for testing, with values and tolerances.
- The sampling plan and who carries it out.
- The deadline for reporting a defect, at goods-in and after use.
- What happens to a non-conforming batch: replacement, collection, transport costs.
- The supplier's obligation to tell you if the material, mould or plant changes.
If you have not yet decided whether to buy or rent, start from the comparison of rental or purchase. The procedure for choosing the type of pallet before you write the specification is in how to choose a plastic pallet. For food, the documents to ask for are explained in the guide to hygienic and food pallets.
Frequently asked questions
Which standard applies to plastic pallets?
ISO 8611 on new flat pallets applies, in three parts. Part 1 (2025 edition) sets out the test methods. Part 2 (2025 edition, which replaced 2021) sets the performance requirements and the choice of tests for the nominal load. Part 3 (2011 edition, confirmed in 2022) determines the maximum working load with known loads.
What should a plastic pallet data sheet include?
Dimensions and tolerances, weight, virgin or recycled material, number of entry sides and type of base, static, dynamic and racking load with the span, type of support and test direction, the standard and edition used for testing, and the temperature range. Where relevant, also the declarations for food contact, fire and ESD. A load rating without the test configuration cannot be compared with other data sheets.
How can I check a pallet's load capacity without a laboratory?
You can run a comparison test: place the pallet on two beams at the same span as your pallet racking, load it with a known weight and measure the deflection after a fixed time. If the batch deflects much more than the approved sample, you have a problem. This test does not replace ISO 8611, which specifies creep tests of 24 or 48 hours for plastic pallets.
Which documents should I ask for with pallets for food contact?
The written declaration of compliance required by Article 16 of Regulation (EC) 1935/2004, referring to the pallet code, and the information needed for the traceability required by Article 17, such as batch or production date. Without that document, use the pallet only with goods that are already packaged.
What dimensional tolerance can I ask for on a plastic pallet?
We found no public standard tolerance for plastic pallets. As references there are the European CP chemical pallet specification, with ±3 mm on length and width and no more than 10 mm difference between the diagonals, and the American ANSI MH1 standard for automated systems, with +3.2/−6.4 mm. Write the value your system needs into the specification.
